CPU at 100%

Soon after startup, the CPU runs at 100%. No major
programs set on startup. Can't remove the few that are
there

Sure, that happens to me too. The mere fact that your CPU briefly gets busy,
which sometimes causes whatever you're doing to freeze for a second or two,
does not mean that something is wrong. Your processor can get busy for
dozens of reasons. Perhaps your software is checking for an update, or your
computer is performing some maintenance in the background. Unless you're
seeing an error message, or your computer clearly isn't working properly I
don't think you have anything to worry about.
