corrupt programs

disabled all services and now all programs will not open
up including add/remove programs.Do not have windows 2000
cd, bought used laptop with windows 2000 in it.
 
Enable them, if you can.
Dont fiddle if you dont know what the result will be, or how to go back.
Buy an o/s cd, you will need it
