In Explorer, Tools => Folder Options => View, check to show hidden
files and folders.
Go to the hidden folder C:\Windows\System32\dllcache
Check that the file wscui.cpl exists in this folder.
If it does - and only if it does - go to the System32 folder and
delete the file there. It will be replaced immediately with a copy of
the one in the dllcache folder.

If this doesn't fix the problem, you can extract the file from your
Windows XP CD as follows:

Extract from CD

Insert your Windows installation CD and stop any autostart.
Go to Start => Run and type in the following:

For a single file:

expand -r E:\i386\wscui.cp_ C:\Windows\System32\

Where E: is the drive letter for your CD-ROM. There is space before
and after -r and a space before C:
Not the underscore after .dl - don't type in .cpl

Hi, I'm getting the same error when I try to open the security in the control
panel. My system: OS Microsoft Windows XP Professional, version 5.1.2600
Service Pack 2 , compilation2600, Version = "5.1.2600.2180
(xpsp_sp2_rtm.040803-2158)".
I did the first step, deleted wscui.cpl in the system 32 folder, restarted
and still got the same error. I checked and the security service is locally
running, I also checked the event viewer and find no error messages related
to this (at least, that's what I think!). In another post here in the
discussion group I followed this steps:
:
Hi Dennis,
Try this, it should list all of the .cpl files in the system32 folder.
..cpl files are Control Panel files.
Click Start, click Run and type CMD and press Enter. Type these commands
and press Enter after each line:
CD\Windows\System32
Dir *.cpl /a /b >C:\CPLs.txt
Now click Start, click Run and type or paste: C:\CPLs.txt then click
OK.

I got my CPL's list here:

ac3filter.cpl
access.cpl
ALSNDMGR.CPL
appwiz.cpl
bthprops.cpl
desk.cpl
firewall.cpl
hdwwiz.cpl
inetcpl.cpl
intl.cpl
irprops.cpl
javacpl.cpl
joy.cpl
main.cpl
mmsys.cpl
ncpa.cpl
netsetup.cpl
nusrmgr.cpl
nvtuicpl.cpl
nwc.cpl
odbccp32.cpl
powercfg.cpl
RTSndMgr.CPL
SilSupp.cpl
slcpappl.cpl
sysdm.cpl
telephon.cpl
timedate.cpl
vp6dec_settings.cpl
wscui.cpl
wuaucpl.cpl

Now, is there anything wrong here? What can I do? Plese, help me, and I'm
sorry if I have any mistakes, english is not my first language.

Hello Joana,

If you go to Start => Run and type in "wscui.cpl" {without the
quotes}, does the Security Center open?

If not,

Go to Start => Run and type in "sfc /scannow" {without the quotes}
You will be asked for your XP CD.
