Can I delete the cookies that are in my owner folder? You know, you click on "documents and settings", then go to the "owner" folder, then to "cookies".

You can delete from:

C:\Documents and Settings\{USER_NAME}\Local Settings\Temporary Internet Files
C:\Documents and Settings\{USER_NAME}\Cookies

Yes you can. Unless you would have some reason for keeping them.

Or.........
1) Open Internet Explorer and click on Tools
2) Click on Internet Options
3) On the General Tab, in the middle of the screen, click on Delete Cookies

I don't have a username folder when I go to "Document and Settings", it's just "owner" and "all users". Can I delete the cookies in the "cookies" folder that's in the "owners" folder, or not?

In your case Owner is the {USER_NAME}
