If you simply right click on the start button and choose "explore"

Windows Explorer should open to the profile you have logged on to...
and the cookie folder should be seen there about ten folders above the
"start" folder

If you simply do a drive search for "cookies"

all locations should be found

If you make sure you are showing hidden files and folder then navigate to
C:\Documents and Settings\"username"\Local Settings\
with local settings folder selected type "\Temporary Internet Files" in the
address bar (without quotes) then your cookies should be visible.

The "cookie folder" is usually "temporary internet files", so are you saying
you can't see the temporary internet folder.?
Try going into internet options look in browsing history and select
"settings" then "view files" this should show you the folder with cookies.

On my computer Win XP Professional (SP3), cookies are located in two
different places:

C:\Documents and Settings\[My user name]\Cookies and also in
C:\Documents and Settings\[My user name]\Local Settings\Temporary
Internet Files

I'm not sure how these folders interreact. However, when I run
Ccleaner, it preserves selected cookies in the Cookies folder that are
on my "keep list" - and deletes ALL cookies from the Temporary Internet
Files folder.

To view both of these folders, you should change two of the default
settings in Folder Options | View:

Check the box "Hidden Files and Folders - show hidden files and folders"
Uncheck the box "Hide protected operating system files".
