Continuous Reboot tracked down to 'Themes' Service

My PC was continuously rebooting but would boot into safe mode. After much
trial and error with MSCONFIG I finally tracked the problem down to 'Themes'
on the 'Services' tab. Disabling it has fixed the reboot problem but left
my PC looking like Windows 2000 except for the start menu. I would like to
repair 'Themes' but can't find any mention on the knowledge base of this
problem. I can't find a way to uninstall and reinstall 'Themes' which might
be a solution. I haven't installed any additional themes or made a any
changes to them.
Does anyone know a fix for this.

look in the event viewer to see if there's any extra info re:
the rebooting.
