Content of new window does not load

I have a single user with an NT 4 workstation. When she
clicks a link that opens an additional browser window, the
content never loads. If I stop, then refresh, the page
will load, but the user is not satisfied with this
solution.

The workstation is NT 4, SP6a with 128bit encryption and I
have installed the latest version of IE 6.
