No Shared Cipher Problem

I am running Windows XP Professional SP2, IE 6 SP2 with all available OS and
Office updates and I get the following text when trying to access secure
sites:

Now, I do IE Help->About and Cipher strength and 128bit. I have tried to
re-apply XP SP2 with no luck. I have found just about nothing on the
Internet regarding this problem other than people saying you don't have
128bit encryption when I do.

Any suggestions...any place to manually manipulate the available ciphers IE
users...anything?!?!?!?
