TARGET=_BLANK loading new blank windows

Hi there. I'm new to the board and desperately hoping someone can help me
out. Earlier this week we launched a new website for Georgia State
University which is located at http://www.gsu.edu. Shortly after launch, we
had a number of calls about a problem in which users were having trouble
getting to off-site links on the site. As a general rule, anytime we link
off-site, we utilze TARGET=_BLANK to load the page in a new browser window.
The problem is that when the new page loads, it does not display any
content... it's just blank. After some experimentation, we discovered that
the content would be loaded if users clicked the "refresh" button in the
browser. So far, we have only seen this behavior in IE 6.0 and it's not
consistent. One user may not have any trouble with the off-site links that
utilize TARGET=_BLANK while others don't get page content. To be clear, the
new browser window is opening and the correct URL for the desired page is
showing up in the location bar... the only problem is that the page is blank
until the refresh button is clicked. Each time the user hits the page, they
must click refresh and it's not happening to every user with the same
platform/browser combination. Any thoughts?

The home page lacks a DOCTYPE, and has a large number of validation errors.
This could result in unexpected behaviour with some browsers. I suggest
that you fix the errors, and then see whether the problem persists.
