How would I contact an author/owner of a web page when there's no such
information given?

You can get close if you look up their domain information at whois.com

Granted, if they don't keep their information current, you may have to
do some sleuthing to find them.

You can't always. You can try whois on the site (samspade.org) and see if
they're listing a contact address or you can try (e-mail address removed) and
that *might* make it through.
