configuration manager: the plug and play service or another requir

HELP!! My window is broke!
it's like I'm running in safe mode, nothing but my monitor works..Sound
comes from my computer speaker, desktop seems faded, NOTHING AT ALL in device
manager, and I keep getting this when I try to restart this or that service:
configuration manager: the plug and play service or another required service
is not available. Any ideas?
