Computer Will No Longer Boot up

At first, it started up with a menu telling me to choose from either to use
safe mode, mode with networking, boot with most recent working boot up, or to
start windows normally. I tried to do it this way with every different option
that it gave me but it will always return to the same screen. I then tried
making sure that all of my setting were correct and verified that my boot up
device was set to my hard drive. I then restarted my computer and it now
automatically goes to a screen saying the following:
Copyright 1996-2002 Intel Corporation
PT84520A.10A.0018.P03.0207181332
Del Dimension 4500 Series
BIOS Version A03
Intel (R) Pentium (R) Processor, 2 GHz
PCI IRQ routing table error
256MB System RAM
Legacy Keyboard....Detected
USB Legacy.........Enabled
Press <Del> to run SETU, <F10> to enter Utility Mode

I am not sure how to fix this problem, or even where to start from, so i
could get some feedback on this dilemma it would be greatly appreciated.
