computer reboots itself

when I start up my computer it get to the point wher its
about to go into windows xp, scans files then says there
has been a serious error loading a programme then cut
out, How can I resolve this, a friend says I should re-
format the hard drive and reinstall xp, but I do not know
how to re-format, can anybody help! Please contact me at
