Computer reboots instead of shutting off

When attempting to shut down my computer through the Start button/Shut Down
route the machine reboots instead of shutting down. I've tried three
different ATX power supplies all with the same results. I've also
disconnected from my LAN and checked all the BIOS and power management
settings that I'm aware of that might be the source of the problem. This
problem originated immediately after I swapped out everything from the
original case to a newer one.

99% of the time when a pc fails to shut-off & restarts itself,it is
usually a hardware related problem. If anything has been added or removed
& replaced, start removing what hardware you can 1 piece at a time till the pc
functions correctly. Are you swapping the problem(s) over to the other
case....

Andrew,

The problem did not exist prior to the case swap. I'll try your advice
removing hardware and see if that isolates the problem.

Thanks!

Windows XP restarts when you try to shut down your computer
http://support.microsoft.com/kb/311806

Disable Automatically Restart on System Failure to produce a BSOD. If this
occurs then write down the full stop code and post back.

To disable Automatically Restart on System Failure

Control Panel (Classic View) > System Properties > Advance tab > Startup and
Recovery settings button > uncheck Automatically Restart.

Also look in the Event View for some clues. Control Panel (Classic View) >
Administartive Tools > Event Viewer
