Won't shut down, only reboot

About a year ago I installed a NVIDIA GeForce 8400 GS video card and a
Logitech wireless mouse with the Set Point Software for the mouse.

Ever since when I try to shut down the computer it will just reboot. I
have to hold the power button while it starts to reboot in order turn
off.

As far as I can tell I have the latest driver for the card and the
mouse

My computer is an HP Pavilion a700n Win XP Home SP3 2G RAM

Remove stuff, install the latest versions of stuff .. the stuff in question
will be the drivers for your 'new' hardware. .. Get the latest drivers from
the manufacturer's websites. .. There is also a chance your problem is
unrelated to your new hardware, but doing the above will help you find out.

Yes for a year and I have the latest drivers for the Video card and
Mouse. I checked this morning at the manufacturers sites to be sure.

Can you shut down properly from safe mode? .. (if yes,then use msconfig to
'selectively startup' programs and services until you identify the problem)

Try uninstalling the previous vid card drivers, etc.
Try uninstalling the previous mouse drivers.
Reboot.
Then, uninstall (reboot) and reinstall your present vid card and mouse
drivers.

PS:Make sure you have the drivers that you want to install before removing
the old drivers.

I did the above I definitely see some improvement in video performance
but no help with the shut down problem. I guess I will live with it
since it is not much of an annoyance.

I have seen this issue with several 8400 GS cards (PNY, eVGA, Sparkle...). If I come by a solution, I'll post it for you.
