Computer locked. Unable to see Welcome screen on startup

My Welcome screen with myself and other users will not show on startup. I only get the classic startup window with my name
If I try to switch user, the message 'The computer is in use and locked. Only the user or Administrator can unlock this computer' appears
I have used help and found the article in the Knowledge Base titled ' Administrator unable to unlock a Locked computer'. The registry fix or the workaround make no difference
How can I unlock the computerso that i can get the Welcome Screen back?

It looks like every time I check the "Use the welcome screen" box and press the "Apply options", nothing is saved!
Can someone please help?
