you should be able
to boot with cd if
your cd device is set
to be booted from.
check out your cmos/bios
settings.
if you are rebooting at
the very beginning like
at the cmos/bios initialization
then it is likely to be a physical
hardware problem, maybe
the ram boards or maybe
the cpu is overheating.
however, your cmos/bios
may also not have any
ram or harddisks registered,
maybe like your cd device.
again, check the cmos/bios
settings...

everytime i try to turn the computer on it just keeps restarting and it wont
even let me rebbot with windows cd as it just restarts continuously...please
