In the startup BIOS, probably "wake-up on right" is set "on". When the
computer detects a "ring" it turns on. Depending on how the bios on
your machine works, when starting the machine look closely for an option
to run BIOS setup, e.g. press F8, or ESC or something. Then use the
setup program to find this setting and change it. The documention
provided by the computer manufacturer may say more, as well as
information on the manufacturer's web site. This, in all probability,
has nothing to do with XP settings.

Hope this is useful to you. Let us know.

This is typically the result of a setting in the computers BIOS options like
"Wake on LAN" or something similar. You need to check these settings.

When you first boot the system, you will see a message like "press F1 to
enter setup" or something similar. This key will take you into the BIOS
where you can disable this ring option.

Look in your BIOS like mentioned. If that doesn't work.
Are you running any HP scanner/fax software or drivers?
That could be the problem.
