Whenever I drag and drop jpg files into a compressed
folder, it does not change the size of the file. Why?

Any thoughts about how best to e-mail a bunch of jpg
files and not run into size limitations applied by my ISP?

Get some space ($0) from ISP/Yahoo/1 of online foto
albums, upload ur pics & send just URL by email.

Any advise is my attempt to contribute more than I have received but I can only assure you that it works on my PC. GOOD LUCK.

A jpg file is already compressed as far as is possible - and some. Any
attempt to compress it more will probably make it bigger.

For mailing the first thing is to assess whether the picture concerned
is at an appropriate resolution. For a photo being sent to friends, I
would not normally have more than 800x600. And then you can make the
copy you send have a greater internal *jpeg* compression (with possible
loss of quality as a result). Get Irfan View, free, from
www.irfanview.com. use it to 'resample'. into that resolution, and then
Save as a new copy, with a fairly low quality setting (try about 30 on
its slider and experiment to find what works to your satisfaction). The
better the quality of image received, the bigger the file has to be, and
there is no way round that
