Outlook doesn't send compressed JPG file attachments

Windows XP Pro SP2, Office 2003 STD SP2, POP3/SMTP

How do I send multiple compressed JPG file attachments in Outlook 2003?

One of my users routinely sends photographs as email file attachments. Our
ISP has a 10MB limit on file attachments. He was trying to send a group of 10
compressed JPG files (a total of about 1MB). The message is sent
successfully but without the compressed JPG file attachments. He can send
other attachments without any trouble.

It is possibly the mail server that is stripping certain attachments.
Can other users on the same mail server send JPG attachments?
