clearing IE cache

having problem (refer to previous question on cgi bin display) that may be
connected with IE cache clearing all files. i have gone to IE properties and
"deleted cookies" and "deleted temp files". i have even deleted files via
"my computer". pls advise what else i can do to thoroughly clear cache. thx.
