IE, Flash, and Clearing cache

I am having a problem such that every time I empty my IE cache
(Tools-Options-Delete Files). When I do this I have to install flash again.
Why is clearing the cache uninstalling flash?

My IE version is 6.0.2900.2180.xpsp_sp2_gdr.050301-1519

It's possible that Flash is not being (re)installed correctly. First,
totally uninstall Flash from your system -

Completely uninstall any Flash you currently have and try to reinstall:
http://www.adobe.com/cfusion/knowledgebase/index.cfm?id=tn_14157

Then download and run one of these stand-alone installers, instead of
installing from their web page:

http://www.macromedia.com/go/full_flashplayer_win_msi or
http://www.adobe.com/go/full_flashplayer_win_ie - current version

You can check for your Flash install status here:
