IE not clearing cache on exit

Hope someone can assist with this IE cache issue:

I have enabled the "Empty temporary Internet files folder when
browser is closed" policy setting on the default domain group policy
so Internet Explorer will delete the contents of the user's Temporary
Internet Files folder when all browser windows are closed.

Yet when I monitor the cache, the files of the webapp we are using
remain in the cache when IE is closed.

I confirmed the group policy worked by checking the advanced setting
"Empty temporary Internet files folder when browser is
closed" ........ it is ticked!!!

What gives?!?!?!

The usual explanation is that some other app still has files open
in the TIF which would prevent it from being cleared.

Try closing all other applications before closing the last IE window.
If necessary you could try running Process Explorer and checking
with it for all open handles pointing to the TIF. (It appears that there
may always be some but perhaps there are some you can get rid of
which will allow the clearing to proceed.)
