IE does not empty temporary files folder when all browsers are closed.

I enabled the security option "Empty Temporary Internet Files folder when
browser is closed", and it worked for a long time, however the cache is no
longer being emptied when all IE browsers are closed. Yes, Outlook Express
is closed, too. IE 6.0/W2K.

What can be causing this?
