Temporary Internet Files Not Emptied

In IE6, I have the Tools\Internet Options\Advanced tab box checked for
"Empty Temporary Internet Files folder when browser is closed". However,
the Temporary Internet Files are not emptied after closure. I see these
files via Tools\Internet Options\General\Settings\View Files. On the other
hand, I am able to successfully delete the Temporary Internet Files with
Tools\Options\General\Delete Files.

Any thoughts as to why the TIF folder is not emptied on browser closure?
