Cookies contained in Temporary internet files folder

Under my interpretation of IE6 when reading the location for files in the
Tools> Internet Options> General Tab, Cookies are supposed to be contained in
the Temporary Internet Files folder found in C\Documents and
Settings\User\Local Settings folder. However every now and then, they are not
there, but are only in the path "C\Documents and Settings\User\Local
Settings\Cookies. I try to move them using the procedure to do so under
Tools, General Tab, but without success. Finally, after multiple attempts
over many days, the cookies will mysteriously show up in the
Temporary Internet Files folder in the Local Settings folder. What prevents
the moving of the cookies into the supposed proper location?

Cookies are held in the Cookies folder.
They are not supposed to be contained in the Temporary Internet Files
folder and are not. The mirror action of TIF makes it look as though
they are there, but they are not.
