Chinese are shown as ??? in subject even after adding Unicode supp

I have Outlook 2003. I created new data file which is unicode based PST file
in my mailbox and I imported some Chinese emails to this PST file. Body is
shown proper but the subject line is still showing ????.

Any ideas?

Imported from where? If the messages were previously in a non-Unicode
PST file, then the multibyte characters were already broken. This cannot
be fixed by importing them into a Unicode PST file.

New messages received into the Unicode PST file will be fine.

While I don't know if this is the cause, importing breaks many things. Try
opening the other PST instead and see if the subjects have their Chinese
characters in the subjects while in the second PST and, if they do, drag
them to the primary PST instead of importing. If they don't, then it's a
settings in Outlook somewhere, I imagine, although I can't tell you what to
examine.

Import seems to be the recommended way of converting from an old format
PST file to Unicode format in this article
