Changing the file system

I recently had to re-format my hard drive do to hacker. When re-installing I
mistakenly choose the 32 bit file system and can no longer run my older
programs. Can I change to a 16 bit without having to start all over?

Why would the file system prevent you from running your programs?

FAT, FAT32, NTFS.. Shouldn't matter - what would matter would be if the
application will run under Windows XP or not - and most of the time, a
little fiddling with compatability mode is all that is necessary.
