getting bogus email inquires (Phishing) from a company pretending to be
PayPal. This is not directly from PayPal, but some bogus company wanting
information. I recognize what it is, but am trying to stop it. I thought
changing my email address, and a new IP may either stop it, or at least help
(it may or may not). I am forwarding these on to PayPal, and they know
about it. I would also just like the knowledge of what is, or would be
involved making a change such as this (IP address).

If you have a high-speed Internet connection (Cable Modem, DSL,
etc) and you are connected directly to said modem (not behind your
own router that gives you a private IP such as 192.168.1.2) - then
you could either be getting a DHCP address from your Internet
Service Provider or a static IP from them.
More than likely - from your question - you have a DHCP IP from
your Internet Service Provider (whether or not you have a router is
irrelevant) - thuis you have no real control over what IP address
you get (or your router gets.) You can force a change by finding
out how long the lease is for your ISP's DHCP server and turn off
all equipment for at LEAST that long. Then when you come back
online, the chances are better than any other way that you will
receive a new IP address from them as opposed to the one you had
previously.
Might one inquire as to your need to obtain a new IP address?
