Changing IP Address

I would like to change my IP address. I have WinXP Home. Can I do this
myself, if so how,
or does my ISP have to do it?

Well - you haven't given us enough information to tell you.

If you have a high-speed Internet connection (Cable Modem, DSL, etc) and you
are connected directly to said modem (not behind your own router that gives
you a private IP such as 192.168.1.2) - then you could either be getting a
DHCP address from your Internet Service Provider or a static IP from them.

More than likely - from your question - you have a DHCP IP from your
Internet Service Provider (whether or not you have a router is irrelevant) -
thuis you have no real control over what IP address you get (or your router
gets.) You can force a change by finding out how long the lease is for your
ISP's DHCP server and turn off all equipment for at LEAST that long. Then
when you come back online, the chances are better than any other way that
you will receive a new IP address from them as opposed to the one you had
previously.

Might one inquire as to your need to obtain a new IP address?
 
How do you connect to the internet?

Through an old fax modem, ADSL, cable modem, ...?
Please specify.

Also note that you can only change the internal IP of your computer inside
your network - provided that you ARE inside a network - but your external IP
cannot be changed by yourself.

Granted, I didn't give enough info. I have a high-speed Internet connection
(Cable Modem, DSL, and Linksys Cable/DSL Router). The reason being, I keep
getting bogus email inquires (Phishing) from a company pretending to be
PayPal. This is not directly from PayPal, but some bogus company wanting
information. I recognize what it is, but am trying to stop it. I thought
changing my email address, and a new IP may either stop it, or at least help
(it may or may not). I am forwarding these on to PayPal, and they know
about it. I would also just like the knowledge of what is, or would be
involved making a change such as this (IP address).
 
You ip address has nothing to do with it. Mail is not EVER sent to it. Mail goes to your ISP's IP address for it's mail server.

Changing your IP will not help. Changing your email address will help
temporarily.

Essentially - what I am saying is, "Welcome to the Internet. Your email
address has been sold." Not trying to be funny - but spam/phishing is a
fact of life. You can report it all you want - but the only way to really
(definitely) avoid it is to have no email.

Paypal knows about it because everyone gets spammed by it. I have many
listservs I am on and some I run that see these on occassion.. for years
now.

The ip address has nothing to do with it. If anyone can reach you then so can they as the email address will resolve to your new ip address. A filter is your best hope. I get these too,just ignore it. Pay Pal probably has been notified an infinity of times.
