cd-rom error preventing windows reinstall

I've got a Sony CRX140E and a DVDROM 1 0X both with error, " Windows cannot
start this hardware device because its configuration information (in the
registry) is incomplete or damaged (Code 19) ." Tried uninstalling and using
add hardware wizard, but that simply restores the errored drive instead of
reinstalling (I have no drivers for roms or restore disks as this is gf's
computer). Originally device manager didn't work had to send XP setup file
over i-net to hard drive to repair windows in order to fix that (mmx.exe file
and a few other were missing).
However, i'm still left without a working cd-rom nor a way to completely
reinstall windows (as i believe the copy of windows she was provided was the
cause of all this). Any help would be appiciated, post or e-mail
(e-mail address removed).
