Can't start windows xp

My wife was using the internet a few days ago while I was
gone work she must have cought a virus and now I can't
start windows xp home edition. I tried using the startup
disk and nothing happens the message says is. Windows
could not start because the following file is missing or
corrupt: \WINDOWS\system32\c_1252.nls you can -attempt
to repair this file by starting windows setup using the
original setup cd-rom select r at the first screen to
start repair. Only thing is that when I put in the cd and
it ask me to hit a button to start setup the keyboard
will not turn on so i can't hit anything to start setup
how can I Fix this problem?
