Missing file now i can't access setup in Bios

I got this message

Windows could not start because the following file is missing or
corrupt:
\Windows\System32\c_1252.nls.
You can attempt to repair this file by starting Windows Setup CD-ROM.
Select 'r' at the first screen to start repair

Ok i know i can repair with my xp cd using the recovery console - but
heres the prob bob.

I can't seem to access SETUP in the bios to switch the boot order to
boot from cd -

when my system restarts i hit DEL to access SETUP and it goes nowhere -
just hangs, blinky cursor at the top of the screen.

What can i do?

Are you certain the boot priority is not already set to the cd drive?
Try this, remove all external hardware, printers/scanner/extra hdd/ etc.
dvd/cd burner if it's an additional one to the built in cd rom drive.Open
the case and check all the cards, make sure they are seated properly, ram,
graphics, IDE cables and Controllers, etc. Then, try againYes, sir the delete key is the Dell way into bios.
