i start my computer and when it attemts to load xp it goes right to the
windows advanced options screen. From there no matter which option i choose
whether it be safe mode or last normal configuration or if i just let it time
out it tries to load xp for half a second then just goes right back to the
advanced options screen over and over and over again

Try instead pressing the f8 function key to get to the boot option
screen, and see if you can boot into one of the modes. My guess is the
system is thoroughly broken. Time to reinstall XP or try a repair
install.

Have you ever used msconfig to adjust the BOOT.INI tab setting to add
the /SAFEBOOT option?

That might be an effect of damaged registry...
