Can't shut down

So I go to shut down my computer, and it won’t turn off. I hit “startâ€,
“shut down†and the little window asking what to do pops up and I click “shut
down†and nothing happens. Kind of like a bad dream.

I looked in the control panel and Power Options Properties and there was a
notice that said: “UPS service is currently stopped.†Is that normal?

I could just turn the power off or pull out the power plug, but I'm worried
I won't be able to boot back up.

What do I do? Please help.
