Windows Shutdown

When I try to shut off the PC (by clicking "start", "turn off computer" &
then "turn off"), the following messages appear “Logging offâ€, “Saving your
settings†and then “Windows is shutting downâ€. The message “Windows is
shutting down†stays on the screen and the PC doesn’t turn off.

If I try to shut the PC off with the power button, it still won’t shut off.
The only way, I can get it to shut off is by pushing the restart button and
when the PC goes to start up, pushing the power button.

Any help with this problem would be greatly appreciated?

Hold the power button down until it shuts off.
