Can't set any language except english

I followed the msdn procedure to add some language components :

I added :
<language> Language Support

International Control Panel
Regional and Language Options

IN THE
Language Support-> Settings -> ??!! I DO NOT HAVE the option "Include
multilanguage user
interface resources "

AND IN THE
Regional and Language Options :
User interface language
Standards and formats
Default input language
Default language for non-Unicode programs
Geographic location
I Can NOT FIX ANY of THOSE to the Language I Just ADDED because I Do
NOT have access to the FIELDS.

Have you downloaded and installed MUI packs on your XPe database?
