can't send or receive e-mail in windows mail

I can't send e-mail. I get the following message

-- The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'Emailing:
Recommended Literature K-12 Literary Genres - Recommended Literature (K-12)
(CA Dept of Education)', Account: 'POP.charter.net', Server:
'SMTP.charter.net', Protocol: SMTP, Server Response: '550 you are not allowed
to send mail to <[email protected]>', Port: 25, Secure(SSL): No, Server
Error: 550, Error Number: 0x800CCC79

I'm with Charter communications. Is my incoming POP.chart.net or is the
word mail suposed to be included. Is my outgoing SMTP.charter.net or is the
word mail included? My incoming server is already set to 110. What do I do?

Your settings are correct.
The most likely reason for getting that error message is sending from a
location away from your Charter connection. Were you using a laptop
away from home?
