Can't send e-mail

I have set up e-mail on my daughters new dell computer running Vista, but it
keeps giving her error messages when she tries to send e-mail. It will
receive with no problem. I turned off all parental controls, but it still
will not send. I compared her settings to my e-mail settings on my computer
and they are the same. I am not having this problem on my computer. I have
even gone to the WebMail option provided by RoadRunner and it is working fine
to send and receive both. Problem seems to be isolated to Windows Mail on
her computer.

The connection to the server has failed. Subject 'Question', Account:
'POP3', Server: 'SMTP-server', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E

You need to complete the SMTP (outgoing) server name.

It should be something like
smtp-server.sc.rr.com
only change the "sc" to your location.
