Can't run installed programs after copying new user profile

On a W2000 Pro workstation (upgraded from Win 98)connected
to a win NT 4.0 server, a new user (on the nt domain)
cannot log in without having to re-install all programs
(ms office 2000 and etc.). Have tried copying the current
user profile to the new user, giving them admin rights,
copying the current user profile manually(in Doc and
Settings) to the new user (in Doc and Settings), no
luck.... The real kicker is that when the pc asks for the
ms office 2000 install cd, it won't even read from it -
saying the install msi file is missing (even though I am
browsing to it). Is this because the MS Office 2000
install has been upgraded via downloaded service packs?
Even tried to re-install ms office 2000 from scratch under
the new user name - still get the error message re: the
msi file...
Please help - I need this workstation to be available to
multiple users...
