Can't recieve new emails in outlook 2003

Outlook 2003 won't let me recieve new emails. When I press the send/revieve
button I get the following message:

"'recieving' reported error (0x8004210A): 'the operation timed out waiting
for a response from the recieving (POP) server.'"

Does anyone know how I can fix this problem? It has been happening for
around 4 days now.

Do you have any security software (e.g. antivirus, antispam, .etc) that can
scan pop3 email? If yes, try uninstalling it temporarily to see if it
causing an issue in collecting your mail. (These programs act as an
in-between of Outlook and the mail server and can cause this error message.)

PS - After you uninstall the security software, double check your account
settings in Outlook since the uninstall of the product may wipe the server
name, userid, and/or password.
 
I have the same problem. I have uninstalled Mcafee, turned off windows
firewall, spoken with ISP and made sure settings are correct, repaired my
..pst file, created a new profile, uninstalled and reinstalled outlook. All
to no avail. Anyone have any other ideas?
 
Sorry, I am running Outlook 2003 and Windows XP Pro SP3 and have downloaded
all of the current updates.

The same with me. no errors just acts like its sending and recieving but it
doesn't recieve. just started a couplke of days ago.
 
I was gone away for awhile and when I got home I went through my emails.
After a couple of days I stopped receiving any new emails except one and that
is that I am "over quota". Does anyone know how to get me up and running
aggain?
 
I am currently having the exact same issue you described and cannot find any
assistance anywhere...of course it is Saturday and I can't reach
Microsoft...Would you possibly be able to offer some assistance? Thank You,

Here is a quick thing you can try. Disable you AV email scanning. Test and post back and tell us if it works

I don't have norton for my AV. I have PC Tools AV, and I have already
checked it.
 
Then uninstall it and test. After reinstall without the email scanning feature
