Can't publish; not extensions

I've got five websites on the same remote server (Hostgator). Suddenly one
of the five won't publish changes, or even display the remote site. The
extensions are turned on and the site is up, and the other four sites work
fine. The error message reads "The server extensions were unable to access
the file 'httpd.conf.' Please check the file permissions. Four Hostgator
tech reps and two supervisors combined haven't been able to solve the
problem, nor do they seem to care about doing so. Any ideas?

Can you open the site in your browser
