Can't make Windows effects option stick

Hi.
Usually when I set the option "Show Window Contents While Dragging" within
Effects on the Appearance tab of Display applet in Control Panel, it
sticks... till I log out of Windows XP Professional. Any way to get it to
stick permanently?

Don't worry, apparently it turns out that Dell Media Experience, or whatever
it's called, deliberately unchecks it due to design, according to Dell's
forums. So I'm gonna uninstall it.
