Can't Launch IE, Explorer, Control Panel, etc.

Help! In trying to make this abridged; I downloaded MP3 software for "FREE" and it created havic. It altered IE's tool bar, search bar etc. I tried to get rid of it through the program remove process to no avail. I then tried to alter the Registry settings for IE to no avail. Finally, I did a restore from a previous date and that also did not work. At this point, IE, Explorer, Control panel and many other standard Windows XP programs won't launch. (System starts with hour glass, deskstop goes blank and then reappears all in tack but no program.) All personally installed programs work, office XP, quicken, palm and a slew of others. I then reinstalled XP as if it were an upgrade and this did not work. Again, all personally installed programs work but XP programs don't. I am at another computer typing this in hopes someone has an answer other than a new install. Please help!

Saw this advice posted here recently:
Right-click IE, choose properties, go to the advanced options tab and
tick 'Disable third-party extensions.'

For anyone reading this, a previous posting and response from DEV to Steve worked for me as well. No virus just toolbar issues. Here is what I did. I downloaded "toolbarcop" from the following location http://www.mvps.org/sramesh2k/toolbarcop.htm. Ran the program. and it worked. One word of caution, disable the BHO's one at a time instead of deleting them to find the bad one
