ie open closes, control panel gone properties ie cannot open

Have a few problems
1. ie opens then closes
2. ie properties will not open due to restriction from Admin
3 control panel same thing and no icon
4. program removal will not open due to restriction from admin

Have Norton 360 and System Mechanics.

Run Norton in Safe Mode. When that doesn't work, download, install,
update definitions, and run these:

I'll bet you had System Mechanic "clean" your system, right?

Hope you made a backup first.
