Cant install new programs

i have windows xp home edition service pack 2. When i try to install a new
program (downloaded or from CD) it says that it is starting the install
wizard, then it freezes there (not the computer, but just the wizard screen),
or it makes it to the removing applications part of it and freezes. Also,
when i attempt to uninstall a program (control panel, add/remove program) and
it uses the uninstall wizard it doesnt work, especially when i try to remove
Norton, since i have AVG. It just freezes when it is starting up the wizard.
I really need some help so i can get back to installing important programs!

Norton is tenacious. You'll have to visit the Norton site and obtain their
sooper-dooper removal tools.
