I have two DVD/CD-ROMS (one's a burner). I can install software from one but
not the other. Sometimes it looks like it is installing then stops, other
times it just quits. Both drives are slaves. I would appreciate some
suggestions.

Are they both slaves on the same IDE channel? That won't work.

Start by putting both dvd drives on IDE channel 2 (labeled as IDE1) with
the burner set as
Master on the Master connector and the other DVD as Slave on the Slave
Connector.
Then boot into BIOS and make sure all IDE devices are being correctly
detected.
