Can't install Directx 9

For some reason I can't get directx 9 to install on my computer. when
I tried re-installing (after I rebooted, of course), it still didn't
detect the installation files -- it still showed up as version 6 that
I currently have. What's strange is that under c:\program
files\directX\setup, the folder is empty. So I searched the whole C
drive and found dxdiag.exe in C:\Windows\system32. I ran it, and it
STILL shows that most of the drivers are around versions 5 - 6.
What's going on here? Here's my system:

emachines T3065
Win XP Home
NVIDIA Geforce4
512 RAM
AMD AThlon XP 2.1 GHz
and so on

Do a Google for DirectX uninstallers, there are a number
available. But before hand search for DXDiag.Exe. It is a
diagnostic tool that will display current installed versions.
If you are running XP then you should be at version 8 or
better, not back at 6 or lower.
