Can't enable fast user switching

When I check the box "Enable fast user switching" and "Apply Options" in
User Accounts -> Change the way users log on or off, nothing happens. When I
go back to User Accounts, the box is unchecked.

Is there something else that prevents Fast User Switching from being
enabled?

Offline folders will prevent it from working, as will certain networking
clients.

Hi Tim,

Checkpoints and tips:

Go to Start/Run and type in: services.msc
Scroll down to Terminal Services and make sure it is Started.

Terminal Services was disabled (as a security measure?).
