Running XP Home, SP1.

Very often when I try to download a program, after clicking on the
download button, I get a "You are not authorized to view this page"
page.

I can't find anything in IE6 or my ZoneAlarm settings that might be
causing this, and it does not happen every time...but it does occur
about 75% of the time.

Any thoughts?

If a link goes right to an EXE file, you might get that message. There is
no page to display hence the message. Example: A link in an email or
newsreader for an EXE file on another website. The email/newsreader client
try to launch the browser due the http://addressing.

Try right clicking the download link, and chooseing "Save target as"
Good luck
