Can't download Files

One of the my computers user accounts can't download files
from the internet, no problem using other accounts on same
computer.

I get the following response after attempting to download
any kind of file from the internet.

Internet Explorer was not able to open this Internet site

I hope someone else posts an answer. I don't know how to fix this one.
